2) Sum up of I, S(I). The scale of the burden immigrants is Bi = S(I) / Total Immigrants.
If Bi is higher than 0.4, that means there are more than 40% immigrants bringing burden and then INTRUSIVE IMMIGRATION can be recognized. The 0.4 is the security-wise index of burden immigrants for reference.
It's talking about Anti-Intruding but not Anti-Intruder. The concept is similar to the USA's Anti-Monopolizing but not Anti-Monopoly, focusing on the particular behaviors rather than individuals. Also, some kinds of individuals can be legally put in watching or even SANCTION list.
