In the non-random mechanism implemented 「Program / Function」(i.e. predictable) is 「Always In A, always out X」, no matter right, wrong or even nothing. However, if 「Always In A, always out differences」, that means there are unstable factors / variables affecting.
Why the foreigners do not trust China's system? It is because people do same thing leading to big different results (i.e. 「Always In A, always out differences」,Example:「原本在香港說 香港/大陸的「不是」或有異見無事,但在大陸說大陸的「不是」或有異見很有可能出事」。如果光說沒做都出事,正所謂「盲嘅都可以偷睇國家機密」,你自己諗吓啦~) which are mainly affected by the red-circled factors (「i.e. unstable factors / variables affecting」).
User / people's conclusion is 「Untrustworthy」. Also, the things of User/Local scope is much different from the things of the P.R.C in fact. The a picture to show why H.K. should not transfer suspects (the input) to P.R.C. (the system). Is it clear in brief?. No thanks. As I see H.K. is "China-lizing" or "worsening" in many areas, I just want to share my experience and thinking for your reference. My Hong Kong is (International) Hong Kong but Not P.R.C..
Everything is System. The eventually issue of P.RC. is "Human".

1) the "semi-tick" represents there are many "hidden rules"(潛規則) in P. R. C.。
