據美國傳媒報道，Google將通過即將升空的衞星向全球提供無盲區、無死角的免費無線網絡服務，聲稱任何人不管身處高山、大漠、極地還是海洋，只要有一部不過幾十美元的中繼轉發器便可以上網。
報道指出，一旦服務開通，中國政府意在隔開國內與世界互聯網聯繫、花費巨資建造的網絡防火牆將被推倒。Google在六年前因遭受中國黑客攻擊和拒絕中國當局網絡審查而退出中國市場，其隨後也被阻擋在中國網絡防火牆外。

3月25日，据国家旅游局网站消息，澳门最大综合电信运营商——澳门电讯有限公司（下称澳门电讯）22日表示，公司将推出“全城免费WiFi”服务，帮助澳门建设世界旅游休闲中心。
澳门电讯行政总裁潘福禧表示，澳门电讯将在2016年内将WiFi热点增加到2400个，让市民和游客享受更便捷高速的互联网服务，帮助澳门成为智能型的世界旅游休闲中心。
潘福禧表示，2015年公司营业额达51.8亿澳门元，税后盈利超过11.5亿元，较前一年增长4％。公司当年网络设施和服务投入达6.93亿元，较2014年增长33％，创历年投资额之最。
据透露，澳门电讯已实现光纤全澳覆盖，300Mbps的4G＋网络和10G光纤宽带也已准备就绪，并计划上线电商平台“澳门好帮手”，为本地中小企业提供网络商机。
澳门电讯成立于1981年，是由英国大东电报局与葡萄牙电讯集团、中信国际电讯集团以及澳门邮政局合作组成的合资公司。2013年6月，中信国际电讯集团完成了对英国大东电报局及葡萄牙电讯集团所持有79％的股权收购，成为拥有澳门电讯99%股权的股东，澳门邮政局持有1%的股份不变。

Turning WIFI service from economic good into public good. The service can be free for the non-commercial sector (the general people or the application end users) or be charged at low price. At the same time, SSL service can be a part of WIFI service package for sale.
Firstly, how to regard a good as economic good for public? In my opinion, a good being continue necessary to almost people and the price is under control, like water supply and electricity supply.
A economic good for public serves large scale of different units.
Secondly, make assumption that WIFI being free or being fixed at very low price, which under control like water supply. There are many technology products, including the existings and the potentials, depending on this service. If the cost of this service is free for the non-commercial sector or be fixed at low price, that probably brings uncountable returns of the dependent products, e.g. mobile applications or devices, because more users can be free to use / try the dependent products without concerning the WIFI cost calculated with used load. In case, also the fact, WIFI service can be regarded as the infrastructure supporting mobile services used by different people or units.
Thus, it serves large scale of different units and meets the principle of economic good for public. In view of marketing, that will increase the WIFI coverage.
Compare with the public radio or the public TV, they are classic public good that it is hard to calculate returns (with a fixed cost) and hard to charge on who use the service. In case of WIFI, the logging ID can be verified and the consumption rate (the cost of loading) can be captured. Thus, WIFI service is economic good today due to the critical cost are can be captured, and be regarded as variable when being captured.
However, each service machine is ready for peak loading, that means the peak cost can be counted and be constant in the A/C book. But the returns of the service of machine, both directly and indirectly, are still variable (uncountable). In this case, WIFI service is public good that the critical cost can be fixed, the returns is variable and the availability can be maintained when the machines are covered enough to clear the market (i.e. the resource is limited but enough to clear the market in long term, like IPv6, some terms of water and some terms of gas etc.)
The traditional concept of public good / service directly focus on the cost and the returns between supplier and consumer but I think that can also put an eye on the economic relationships of the suppliers and the related producer or dependencies.
In conclusion, there are conditions leading WIFI service to transform into public good that it can be free or low fixed price for public since WIFI service is possible to stimulate uncountable returns or growth of the dependent products.
